University researchers: electrification and micro‑hubs cut warehousing pollution and narrow equity gaps

Anne Goodchild, founding director of the University of Washington’s Urban Freight Lab, told the commission that warehousing has become a major land use and a concentrated source of traffic‑related air pollution — with measurable health disparities.
“We estimate proximity to warehousing enhances NO2 exposure by 20% on average,” Goodchild said, citing the lab’s Health Effects Institute study in Seattle and New York. The analysis compared electrification, micro‑hub land‑use shifts and operational changes. Goodchild reported that electrifying truck fleets serving warehouses could reduce local health impacts by more than 90% in modeled scenarios and that strategically placed micro‑hubs enabling last‑mile cargo‑bike deliveries delivered comparable benefits in many contexts.
The lab recommended a blend of near‑term operational measures (fleet electrification, better utilization, micro‑hubs) and longer‑term land‑use approaches. Commissioners were urged to consider pilot micro‑hub permits, curb management strategies and incentives for electrifying freight vehicles to lower health burdens that fall disproportionately on lower‑income and BIPOC communities.
