Dr. Julie Podowski, lead for the conservation module, told participants the team's work cataloged conservation practices across municipal and agricultural sectors and found that while many practices yield benefits, the fate of that saved water is often unclear.
"We don't really have a good idea or understanding of how much water is being saved by these efforts and what impact they have at a watershed scale," Podowski said, summarizing the module's central finding. The presentation distinguished consumptive savings (water lost to evapotranspiration) from nonconsumptive savings (water returned to the system) and explained why different conservation strategies can produce very different outcomes for availability and ecosystems.
The module highlighted examples and trade-offs: canal lining reduces seepage and can lower downstream return flows relied on by other users or fish, while managed aquifer recharge (e.g., in Walla Walla) can offset those unintended consequences when coordinated. The presenters recommended clearer goals, coordinated measurement across sectors, and investment in monitoring so the state can identify where conservation delivers net basin benefits rather than shifting impacts across users.
Julie Podowski said the work is exploratory and urged next steps: better-defined conservation objectives, standardized measurement protocols, and coordinated implementation to ensure water saved contributes to intended outcomes (for example, in‑stream flows) rather than enabling additional growth that consumes the savings.
