Experts say connected‑vehicle tech can boost safety and create new tolling models, but privacy and cost remain barriers

A panel of industry and agency experts told the Washington State Transportation Commission that connected‑vehicle technologies — commonly called V2X — are a powerful but still nascent tool for improving safety and enabling new tolling approaches.
“V2X is moving from pilots to real‑world deployments,” Jason Conley, executive director of OmniAir, said, describing the organization’s role testing and certifying interoperable devices. Jim Meisner, who has worked on vehicle‑to‑everything since the 1990s, emphasized safety applications such as intersection collision alerts and emergency vehicle preemption and described V2X as a “Swiss‑army knife” of uses. He said the technology’s primary safety use case is reducing red‑light and intersection fatalities and that roadside units can extend safety benefits even if OEM penetration is low.
Panelists identified the main barriers to scaling V2X: market economics, limited production of onboard radios, spectrum and regulatory uncertainty, and the need for robust back‑office business rules. “It’s a chicken and egg,” Meisner said, describing why automakers have resisted adding dedicated radios until roadside or other vehicle value is visible. Brian Kelly of the Ohio Turnpike warned toll operators of “revenue leakage” risks if RF environments change and urged careful co‑design of toll and safety functions.
Speakers also discussed privacy protections and data separation under draft standards. Meisner described efforts to separate the vehicle OEM’s identity from the agency‑facing transaction so public agencies would not be able to track individual vehicles. But he and others urged operational pilots to test the end‑to‑end model, because the radio interface is only one piece of a larger deployment that includes back‑office, dispute resolution and customer‑service responsibilities.
Commissioners pressed whether legislation could accelerate OEM adoption; panelists said mandates are unlikely in the near term, but that carrots and standardized data requirements could make the business case for OEMs while keeping safety as the “north star.”
