"It just seems to limit commerce," he said, adding that he had registered as a contractor but found the $50 fee and registration requirement burdensome for one-time vendors. Ball also praised tiny homes as energy-efficient and more likely to produce taxable property value than campers, saying they "create a lower barrier of entry" and could provide affordable housing options.
Councilmembers declined to resolve the contractor-registration question on the spot and suggested staff research the registration rules and past enforcement experiences; legal and administrative follow-up was requested.
