Council authorizes mayor to execute lagoon expansion contract with Double S Dirt Works

Staff and council discussed US State coordination and scheduling; the mayor requested that, if the city receives the contract and county reviewer (Jamie) approves it, the mayor should be empowered to move forward with contract execution.
