Board reviews how to prioritize, draft and adopt policies

Board members used the OSBA presentation as a springboard to examine how North Wasco County SD 21 should prioritize policy work. Presenters urged the board to ask a governance question before acting: "Does the board need to be involved?" A major theme was differentiating routine, legally required updates (which can often be fast) from transformational policies that change student experience and require broad engagement.
Members and presenters discussed several process options: (1) use a standing policy committee to vet language before full board review; (2) have the superintendent convene a work group that reports back through administration; or (3) make the whole board the policy work body. Spencer Lewis and the board agreed that the right approach depends on legal risk, the policy’s impact, and public engagement needs. "If it's controversial and impacts students, bring the community along," one presenter said.
