Vince Adams, OSBA board development specialist, and Spencer Lewis, OSBA deputy legal and policy officer, presented a policy‑development overview to the North Wasco County SD 21 board during a July work session. Spencer Lewis explained OSBA’s role in drafting sample policies and supporting districts, emphasizing that OSBA provides recommended language but is not a regulatory body for districts to adopt.
Lewis said OSBA issues updates tied to legislative changes and agency rules, and that some new laws create "required" policies districts must adopt. "We are not regulatory," Lewis said, "we're a membership organization, and we try to support our members in whatever way we can." He also noted a set of recent bills requiring districts to adopt policies on immigration enforcement, saying the effective date is "the end of September" (he expressed uncertainty about the exact calendar date while urging districts to prepare). OSBA will publish sample language and legal references to help districts comply.
Board members asked how OSBA samples should be used; Lewis recommended tailoring sample language to local needs and consulting general counsel for substantive changes. Adams and Lewis also walked through how OSBA organizes policies into standard sections (A–L) to help board members and administrators find relevant policy areas.
