On supply, Councilmember (S4) clarified provider roles: "Rural water 1 does not produce any water. They buy their water from LaSine, and they buy their water from Water 13," noting that Rural Water No.1 would not necessarily be a direct producer and that council staff should readdress backup options with Aaron and BG.
On payments, members reviewed possible mechanisms for the fill station including prepaid cards at local retailers, driver-specific codes for POA trucks and minimum purchase sizes.
