City Manager Sean Scully told the Lincoln City Council on July 22 that an omission in updating district boundaries after a recent annexation was his responsibility and that staff had worked with the county registrar to correct it. Scully described the practical steps that follow annexation — legal processes, service planning and boundary work — and said flexibility from county elections staff allowed the city to cure the omission before the upcoming consolidated election.
"So my full responsibility should have caught it, Just didn't," Scully said, accepting responsibility for the lapse. He added that staff estimated "somewhere in the 60 to 70 people over the age of 18" live in the annexed Village 5A and that ensuring those residents can vote this cycle was a key motivation for the corrective action. An unnamed council member praised the city manager and Ryan Ronco at the registrar's office for acting quickly to resolve the issue.
