The Lincoln City Council voted July 22 to approve an amendment to Resolution 2026-104 that incorporates the newly annexed Village 5A into City Council District 3 so the city's voting districts align with its current limits. City Clerk Hope Edelburn presented the amended district map and explained the change was limited to the newly annexed area; she told the council that all previously submitted election requests and the plan to consolidate with the Nov. 3, 2026 statewide general election remain unchanged.
City Manager Sean Scully described the sequence after annexation — LAFCO approval, legal work to finalize boundaries and operational steps such as service starts — and acknowledged the oversight that left the boundary omission uncorrected. Scully said staff had worked with the county registrar to cure the omission and that the proposed resolution should resolve the issue so affected residents can participate in the upcoming consolidated election. "So my full responsibility should have caught it, Just didn't," Scully said, accepting responsibility for the lapse.
A council member asked how many registered voters are in the area; Scully said staff did not have an exact count but estimated "somewhere in the 60 to 70 people over the age of 18" live there. After brief remarks the council moved, seconded and approved the amendment by voice vote with no opposition recorded. The mayor then adjourned the special meeting.
