Board approves districtwide substance-use prevention plan emphasizing early identification and naloxone access

He outlined six focus areas that move district efforts from isolated initiatives onto a single operating framework and said the district will track referrals, discipline data, counselor reports and required student health surveys to support continuous improvement. Toole also said naloxone (Narcan) will be available at designated schools through a local prevention partner and that the plan includes overdose-response procedures and structured reentry supports.
After the presentation and a short period of questions about data collection and staff training, a motion to approve the plan was made (mover identified in the transcript as Director Alholloran and seconded by Director Aparicio) and passed by voice vote. The chair announced that the ayes had it; the transcript records no dissent.
