Board orders 5% retainage on draws and seeks engineer review after chip-seal error
Summary
Silver Creek Township directed 5% retainage on contractor draw requests and asked the project engineer to recommend fixes after Allied crews mistakenly applied one truckload of half-inch granite to about 1,800 feet of Barton Avenue chip seal.
The Silver Creek Township Board of Supervisors directed that 5% retainage be withheld from each contractor payment draw, to be held for one year to protect against erosion failure or road defects on reconstruction projects. The policy was stated during the maintenance report on Baker Avenue reconstruction and is consistent with the contract terms described by Maintenance lead Chris Klein.
Klein reported that Allied completed a four-mile ring road chip seal but that, during work on Barton Avenue, one truckload of half-inch granite was applied in error over approximately 1,800 feet. The Board directed that the Engineer be consulted to provide a formal recommendation before any remediation or payment adjustments are made. Klein also reported that work on 120th Street at County Road 7 was completed satisfactorily.
The minutes record motions approving equipment purchases related to maintenance operations but do not record a specific remedial action for the Barton Avenue material error; instead, the Board requested an engineer recommendation as the next step.
