Maintenance stated that all contracts are written as pay-for-material, so final costs can vary from engineer estimates; water costs for 150th and Intercity Silver Creek were estimated at about $3,000. Minutes put the township’s total road projects at about $605,349 and estimated maximum overages for both additional projects at $35,000 plus water (roughly $40,000).
Maintenance recommended not approving the Intercity Silver Creek add-on because it is the highest risk for overages; the minutes also note the township’s prior decision (approximately four years ago) that maintenance staff, rather than a hired engineer, would monitor projects. Despite the recommendation, the board approved both projects. No amendment, conditional authorization, or detailed monitoring plan was recorded in the minutes.
