Commissioners question unusually high line items for small items, parks and walkways

Commissioner Perrin raised several line-item questions during the CIP discussion, asking why a mini-split for a District 3 fire station was budgeted at $200,000 when typical units might cost far less. He said the amount "seemed like a lot" and suggested the CIP lacked sufficient detail to understand the higher figure. Public Works staff replied that the listed amount covers installations in multiple sleeping areas and office spaces and that civil and design fees can increase totals for projects spanning multiple sites.

The commissioner also questioned professional service fees on restrooms for American Heroes Park, suggesting the fee percentage looked low compared with his expectations, and noted a listed $10,000,000 for a covered walkway in the entertainment district. "Based on what I paid for a sidewalk last year, we could get 30 miles of sidewalks installed in the city for the same cost of that covered walk," he said, urging clarity on scope and justification for those entries. Staff noted some contracts were already approved by the City Council and that some items are carryovers across years; commissioners requested more detail where costs appear large or atypical.
