Planning Commission recommends approval of Bellevue's 2027–2032 Capital Improvement Plan

The Bellevue Planning Commission on July 23 voted to recommend approval of the City of Bellevue's 2027—6 2032 Capital Improvement Plan (CIP), after staff presented revisions that narrow the CIP to long-range infrastructure and facility projects. Commissioner Arnie moved to approve the plan; the motion was seconded and the commission recorded "All voting yes," and the Chair said the item will appear before City Council for public hearing on Sept. 1, 2026.

Planning staff member Angela summarized the intent of the revised document and recommended the commission forward it to council. "The capital improvement plan is the city's long range planning tool," she said, adding that the updated CIP is organized over a five-year period with the first two years representing projects likely to be considered in upcoming budget cycles and later years treated as a "wish list" subject to funding and council approval. Angela also told commissioners the water park remains in the long-range section with about $40,000,000 in remaining construction costs and that construction is anticipated to be completed by fall 2027.

Commissioners pressed staff about specific entries and timing for major projects and staff explained that several out-year items are preliminary and contingent on funding, environmental review, and coordination with external agencies. The commission's formal recorded action was to recommend approval; the commission did not record individual roll-call votes in the transcript beyond the Chair's announcement that all voted yes.
