"I don't wanna have good conversations. I wanna know that I'm giving people results," Burns told colleagues, arguing that requiring only a city administrator to place items created a single gatekeeper risk.
Councilwoman Welch questioned the necessity of changing current practice, expressing concern that a newly empowered council member could advance "harebrained" ideas and damage the council's reputation. Supporters including Councilman Preister said the amendment includes safeguards — a required co‑sponsor, continued administrative vetting (legal, finance, public works) and the need for majority approval at final vote. After extended discussion on examples and safeguards, the council voted unanimously to adopt the policy amendment.
