Bellevue council presses staff and bond counsel over facility-plan changes and voter intent

Council members pressed staff and legal advisors over whether changes to the facility plan were handled with sufficient council oversight.
A councilor raised concerns that, in their view, changes to the plan had proceeded without full council review. The mayor responded sharply on the record, calling a particular retelling "misinformation" and saying DEQ and staff had provided options to bring the matter to council: "the city said you either could bring the city stated and we can look back that we can either bring it to the council for a vote or the council could sign a letter approving the facility plan," the mayor said.
DEQ staff and bond counsel explained how facility-plan amendments are handled: DEQ can technically approve certain non-material engineering tweaks but substantially different projects can affect ranking and eligibility and may require an amended plan or even a new letter of interest. Charlie (DEQ) said changes must be reviewed and approved; bond counsel and the city attorney said they would need to review the final preliminary engineering report and issue a written opinion on whether the finished project fits the voter-approved bond description.
Councilors and staff agreed on next steps: the city will ensure the preliminary engineering report is provided to the council, the city attorney and bond counsel will review the report, and bond counsel will provide a formal memo/opinion prior to authorizing issuance of bond proceeds for any altered scope.
