AIC briefing urges Bellevue council to rely on attorneys, follow open-meeting and budget rules

The Association of Idaho Cities' policy analyst gave a practical overview of municipal governance and recommended tools council members should use when overseeing public projects.
Lance told the council the Idaho Constitution and statutes define city powers and cautioned that an individual councilor cannot act alone: "an individual city council member cannot act alone, does not have the authority to supervise, does not have the authority to discipline, and cannot fire employees on their own." He also recommended that councilors "trust their attorneys" for legal questions and highlighted AIC resources and manuals for budgeting, ordinances and minutes.
He reviewed open-meeting requirements, when to use executive sessions and how minutes should capture motions and vote outcomes without subjective commentary. The presentation also covered common pitfalls in municipal fee-setting and internal controls to guard against financial mismanagement.
Councilors said the training clarified where they should focus questions when staff brings technical materials forward and recognized the value of having the AIC materials available to newly elected members.
