Staff told the commission that murals are exempt from the city's sign code but that the recently placed shipping container is visible from the public right-of-way and triggers design-review concerns. "Murals are exempted from our sign code," one staff member said during the presentation. Commissioners negotiated conditions that require additional screening, a landscape plan to be finalized by staff, and an administrative approval path for certain under-200-square-foot, framed storage structures. "I believe that we'd approve design review 26-06 subject to conditions 1 through 4 as listed of approval," Commissioner Mason moved during deliberations; the commission directed staff to prepare findings and decision documents reflecting that recommendation.
The applicant had offered to paint and otherwise screen the container and said she would work with staff and neighbors to make the rear area neater. Commissioners left open the requirement that any final storage or facade proposals come back through staff review so the public benefits of the mural do not accompany unmitigated visual impacts from storage where it is visible from Main Street.
