Staff and PNZ materials noted the city is in the fourth year of a five-year capital-improvement plan and that PNZ recommended a roughly 9% fee increase to account for inflation since 2022.
Several councilmembers asked for more transparency and specifics, including a project-level worksheet showing each DIF-eligible project, the percentage of cost allocated to future growth, the methodology used, and legal confirmation that the listed projects remain eligible under Idaho—s DIF statutes. "I'd like to see a project-level DIF worksheet for every project that you listed in the program showing the project, the growth impact being addressed and the percentage allocated to future growth," one councilmember said.
Because the agenda listed the matter as a review rather than a final action, the council voted to continue the hearing to June 22 so staff can supply the requested worksheets and any legal review.
