Planning commission approves fire departmenttraining prop with revised landscaping conditions

The Bellevue Planning & Zoning Commission voted to approve design review application GR 26-03, allowing the Bellevue Fire Department to install a modified 40-foot shipping container on the vacant lot adjacent to the station at 513 North 2nd Street for use as an in-house training prop.

Staff told the commission that the applicant proposed a painted and detailed facade with hinged windows, a collapsible roof frame and movable potted screening so drills would not interfere with apparatus movements. "The applicant is proposing to put in a shipping container on the city's empty lot next to the fire station," a staff member summarized, and staff deferred a formal recommendation while suggesting conditions including a revised landscape/screening plan to be reviewed by staff.

Presenters for the fire department said the prop would be used for simulated training (fog machines and non-live-fire exercises) and would reduce wear on personal protective equipment compared with makeshift props inside the station. "We train a lot. This prop will give them the opportunity to train with our equipment in-city," a Bellevue Fire Department representative said, adding the unit would permit weekly drills and flexible in-house training without having to reserve the county training facility.

Several residents spoke in support during public comment. "I urge the commission to give it to them," Jackie Pappard said, arguing that local access to training would improve responder readiness. Another commenter, Suzanne Reed, said that if Bellevue intends to maintain a fire department the city should provide the department "the right tools for their job."

Commissioners debated whether the project triggered frontage improvements under the city code; staff cited a building-permit threshold (construction cost exceeding $50,000) for when curb, gutter and street frontage improvements are required. Several commissioners said this project is well under that threshold and recommended waiving the street-tree requirement in favor of movable, drought-tolerant screening.

A commissioner moved to approve design review 26-03 with revised conditions, reserving a requirement that improvements be maintained and directing staff to return with written findings; the motion was seconded and passed. The commission did not record a roll-call tally in the public record during the motion but declared the motion carried. Staff will return with findings and any agreed-upon language for the landscaping/maintenance conditions.
