Public works staff emphasized flow-rate verification as a critical near-term task. The city has secured a portable flow meter and planned to measure the flows of Spring 1, 2 and 3 so engineers can confirm whether a design target near 3 cubic-feet-per-second (CFS) is appropriate. "We want to be confident in our flow data," staff said, explaining that accurate field measurements would determine disinfection structure siting and whether additional collection improvements are needed.
Council asked for the PER to be circulated and for staff to identify any outstanding coordination with landowners or county officials. Staff also said initial route choices aim to avoid paved road disturbance by using easements and to minimize driveway disruptions during pipe installation; major technical choices remain subject to the PER and water-team review.
