Council delays iWorks asset-management contract after questions on implementation and data ownership

Bellevue—s public works director asked the council to authorize a contract with iWorks to launch a city asset-management and GIS workflow system intended to cover water, wastewater and streets. The proposed deal included a $3,000 initial startup and a three-year subscription forecast of about $7,000 per year for the water and wastewater modules.
Chris Johnson said the platform would create a searchable GIS database for meters, valves, lift stations and other assets and would replace fragile PDF maps with geo-referenced records. "It'll be one year initial startup for $3,000 and then an annual fee split up doing water and wastewater for three years at $7,000 each year," Johnson said. Councilmembers welcomed the idea but pressed for an implementation plan, data ownership guarantees, and a clear staffing and metrics plan to ensure the city does not buy a product and fail to use it.
Concerns included whether iWorks would release data if contract terms were breached, the software—s interoperability with ESRI and existing county datasets, and how the city would track progress. Council members asked for a short, measurable rollout schedule that identifies the minimum viable product and assigned staff responsibilities. One councilmember moved to continue the contract until an implementation plan is provided; the motion carried by roll call.
Staff said the item will return with a more detailed plan, proposed metrics for early milestones and confirmation of the budget line items that would pay for the subscription and ESRI licenses.
