State disability office offers training, grants and technical support to Danvers Accessibility Commission

Jeff Dougan, Assistant Director for Community Services at the Massachusetts Office on Disability (MOD), and MOD Access Specialist Ralph DeCicco visited the Town of Danvers Accessibility Commission on June 25, 2026 to introduce MOD services and resources available to municipal commissions. The presenters said MOD provides training, outreach, and built-environment guidance and described the agency as a small, statewide office: "MOD is a small agency of roughly 15 staff covering the entire Commonwealth," Jeff said, adding that Jeff and Ralph are the staff members focused on the built environment.
MOD staff emphasized that their assistance is technical and non-enforcement in nature and that they can return periodically for check-ins or conduct site reviews on local projects. Jeff noted MOD offers a monthly Commissions on Disability office hours session and maintains updated website materials and orientation videos to help commissions with ADA Title II compliance, self-evaluation and transition plans, and sample operating procedures. MOD also invited the commission to reply to follow-up emails to be considered for hosting future trainings.
