The Kermit City Council approved the second reading of ordinance 26-03, which renames the city’s food handler permit to a mobile food vendor permit, establishes operational requirements and enforcement provisions, and sets the permit year to Jan. 1–Dec. 31 with prorated fees for mid-year applicants.
Staff (speaker 6) told the council the change is administrative and does not alter state health-permit rules; vendors will still need any required state health permits, while the city permit will govern local business operations. "The permit will begin January 1. It will be prorated throughout the year," the staff member said, explaining the annual-proration approach. The council voted to approve the ordinance on second reading.
Council members and Representative Brooks Landgraf (speaker 7), who attended the meeting, discussed the recent state-level changes that prompted local clarification; staff said they consulted the city attorney and prepared a minor amendment limited to the permit period and fee proration.
The ordinance passed on second reading and will proceed with the established effective schedule and administrative implementation by city staff.
