Alan Berg said the second question on the ballot is contingent on approval of the capital projects levy and is intended to address two former school buildings in Gibbon and Winthrop that are no longer used for instruction. He argued that even vacant buildings generate ongoing expenses for utilities, insurance, inspections, groundskeeping, maintenance, and repairs and that completing demolition and remediation would eliminate those continuing costs.
Berg described the bond-funded scope as covering "complete demolition process, including asbestos abatement, environmental compliance, utility disconnections, demolition, site restoration, and all other related project costs." He gave an estimated homeowner tax impact of about $24 per year on a $175,000 home and said agricultural property would benefit from the state's ag-to-school credit offsetting approximately 55% of the costs for eligible agricultural parcels.
