Council awards Dunmore Greenway Trail contract to low bidder, Urban Edge Construction, for $314,676.55

Public Works staff described the Dunmore Greenway Trail project and recommended awarding the contract to the low bidder, Urban Edge Construction, at $314,676.55. The 10-foot asphalt trail will run from 132nd Street and Dodd to the Connemara Trail and sits largely within a 30-foot easement that crosses several backyards.

Staff explained the bid process: Urban Edge was one of two contractors at the pre-bid meeting, submitted an itemized bid well below the engineer's estimate (~$420,000), and staff checked references with other cities that reported no issues. "They think they can do it for this price," a staff presenter said, and the city will require performance and payment bonds. Staff also outlined mitigation for affected homeowners, including temporary construction easements, fence adjustments and landscaping payments for one property where grading is required.

Council asked about connectivity to nearby trails and resident feedback; staff confirmed the trail will tie into existing sidewalks and trail segments around Carlingford Court and Connemara and said most neighbors were aware of the easement. A motion to accept the low bid and award the contract passed on a 5–0 roll call.
