Speakers noted the statutory upper limit is 12 months and typical practice is closer to a 3-month process from application to board. The commission favored narrative language that encourages applicants to increase outreach, and asked staff to propose specific engagement and notification tactics and to consider implementation language that would be practical for both applicants and staff.
