Planning commissioners spent the meeting clarifying the division of labor between Fluvanna County's draft comprehensive plan and the county's zoning code. "The comp plan is aspirational, and the codes are how we deliver that aspiration," Planning commissioner S2 said, framing the group's discussion that policy language must lead to enforceable zoning changes.
Commissioners and advisory members urged that aspirational language be drafted so staff and boards can translate it into zoning text and overlay districts. Planning commissioner S1 opened the session noting visible tree removal near a project: "Where they cleared all the trees, I think that was by mistake," S1 said, arguing for designated buffer locations rather than ad-hoc removal. Participants recommended entrance-corridor overlays, vegetative screening, setbacks and context-sensitive design as tools to preserve scenic character without demanding historic replication.
The commission agreed that the comp plan should identify growth areas and the values it intends to protect so that subsequent ordinance drafting can impose the necessary "teeth". Staff and commissioners noted that ordinance updates will be the mechanisms to enforce those priorities and recommended that the comp plan explicitly call out which goals require zoning amendments. The group asked staff to return with text revisions that keep the comp plan's aspirational tone but provide clearer direction for ordinance changes and overlay districts.
