The council engaged in a lengthy, at times contentious, discussion about proposed deletions and edits to the draft 2027–2029 strategic plan. Supporters of the full plan argued it preserves KPIs and alignment with the master plan; critics said the document was too large, risked overburdening staff, and lacked clear council involvement during drafting.
After extended back-and-forth between council members and public commenters who offered process advice, the council did not adopt the edited version on the floor. Instead it agreed to hold a public hearing on August 17 and asked that the councilor who prepared the edits appear before the planning board to explain the changes prior to that hearing.
