HRPB recommends rezoning five parcels to Downtown to enable city parking garage, 4-1 vote

Annie Greening, Principal Planner, introduced Ordinance 2025-05, a city-initiated rezoning that would change five parcels north of 1st Avenue South from Mixed Use East (MU-E) to Downtown (DT). Greening said the rezoning is intended to allow relocation of two structures currently at 17 S M Street and to facilitate development of a future city parking garage; staff recommended the Historic Resources Preservation Board recommend approval to the City Commission.
No members of the public spoke on the item. Board member Edmond LeBlanc disclosed he lives within 100 feet of the proposed zoning change and said that disclosure "won’t affect his recommendation." Laura Devlin moved to recommend approval and Edmund Deveaux seconded; the board recommended Ordinance 2025-05 by a 4-1 vote with LeBlanc dissenting.
