During public comment resident April Powers asked the council to direct staff and the planning-and-zoning commission to review and amend the downtown zoning ordinance before additional large-scale developments are approved, citing worry that taller buildings could change Highwood’s downtown character (April Powers, SEG 798–819).
City staff explained the city purchased a nearby property with Tax Increment Financing (TIF) funds to preserve parking and to attract preferred downtown businesses. Staff said the TIF rules limit uses of the funds (they generally cannot be used for public safety outside the TIF district) but allowed the acquisition to secure roughly 50–70 parking spaces as part of later development agreements (City Manager explanation, SEG 1070–1090). Residents continued to raise concerns about growth, loss of small-town character and the need for coordinated planning before approving new developments.
