Hampden council debates meeting decorum, recognition and roll-call voting

Councilors used the workshop to revisit meeting decorum and the mechanics of conducting votes in public sessions. One councilor (S4) read prepared remarks acknowledging prior lapses and urging renewed adherence to the rules of procedure, including addressing the chair and clarifying language in section 5.3 to include staff.
"...turn your attention to sections 5.3 and 5.4 of the rules and procedures," S4 said, and recommended amending section 5.3 to explicitly include staff after the word 'counselor.' The council discussed whether roll-call votes should be made more explicit in the rules to aid televised and recorded meetings and debated the appropriate handling of 'present' votes and conflict-of-interest disclosures.
Several councilors acknowledged occasional informal practice and expressed a willingness to formalize changes. Council asked staff and councilors with Robert’s Rules expertise to prepare suggested language for rules and procedure amendments and to return to council for a vote if needed.
