Hampden staff proposes town-managed dump trailer as low-cost stop-gap for residents

Public works staff proposed buying a dump trailer that the town would drop off for scheduled residential use by homeowners on the far side of Manning Mill Bridge. The trailer would remain locked between appointments and public works crews would haul and empty it at the transfer station during closed hours.
"A stop gap that would be relatively inexpensive would be as if we purchased a dump trailer," Public works staff (S9) said, outlining an operational plan: residents would schedule a time, staff would verify a demo sticker, leave a locked trailer for the homeowner to fill, then retrieve and empty it. Staff noted transfer-station policies currently prohibit privately owned dump trailers being dumped in the demo pile, so the trailer would be town-owned and operated to avoid liability.
Councilors supported discussing the idea on a future agenda and asked staff to obtain competitive bids and bring affected residents to that meeting so council would hear direct concerns about scheduling, vetting, and cost. Staff also noted $71,210 in remaining ARPA funds that could be a possible source for an interim solution but stressed ARPA eligibility and timing constraints must be confirmed.
Next steps: staff will obtain competitive quotes, check ARPA eligibility, and place a formal motion on an upcoming council agenda after soliciting resident input.
