Hampden staff outlines funding constraints, past bids and possible sources for Manning Mill work

Staff reviewed the town's prior bidding history and potential funding sources for the Manning Mill Bridge repair.
"In 2023 ... we did send out an RFP for the entire scope of the repair ... We didn't get any bidders," Staff member (S2) said, and later staff noted a 2024 revetment RFP produced a single bidder. Councilors recalled earlier unsuccessful DOT grant applications and that some existing bonds are restricted (for example, a 2023 sewer bond cannot be used for a general-fund bridge project).
Councilors discussed grant possibilities and combinations. Victor (S3) said DOT assistance is possible but even a 50/50 grant split would leave the town needing roughly $500,000. Staff also called out an ARPA balance ($71,210) that could be used for limited interim measures such as a dump-trailer program but is insufficient for a full rebuild.
Council direction: staff will continue to pursue DOT and other grant opportunities, confirm eligibility for different funding sources, and return with a prioritized financing plan to present with engineering options.
