Engineer: MS4 Year 8 ends June 30; DEP requires Pollution Reduction Plan targeting 10% sediment reduction

Khal Hassan of Pennoni & Associates briefed the Board on the township's MS4 (Municipal Separate Storm Sewer System) obligations. He reported Year 8 of the MS4 permit ends June 30, 2026, and that PA DEP administratively extended the permit reissuance timeline; the new permit requires a Pollution Reduction Plan (PRP) with a 10% sediment reduction target for Green Lane Reservoir and Swamp Creek. Pennoni has submitted alternate PRP projects to PA DEP and will coordinate further with township staff and DEP on approved project sites.
Hassan reviewed the six MS4 minimum control measures (public education & outreach; public involvement & participation; illicit discharge detection & elimination; construction site runoff control; post-construction runoff control; pollution prevention/municipal good housekeeping) and noted BMP inspections and outfall screening schedules have been completed per permit requirements. The DEP has not set a firm reissuance date; Pennoni will continue to pursue permit compliance steps with DEP.
