During the Sept. 11 meeting the Altamont City Council recessed twice into executive session. The first, under K.S.A. 75‑4319(b)(2), addressed an attorney–client privileged matter and included the city administrator, city attorney, utility supervisor and assistant utility supervisor; the session was scheduled to end at 7:56 p.m. The second executive session, under K.S.A. 75‑4319(b)(1), addressed an individual employee’s performance, included the same participants and was scheduled to end at 8:13 p.m. The minutes explicitly record that no action was taken following either closed session.
Both motions to recess into executive session were moved and seconded by councilmembers (Wiford moved both; Sykes seconded the first; Julich seconded the second). The minutes list the statutory citations used for the closed sessions but do not provide details on the matters discussed, consistent with confidentiality rules that govern executive sessions under Kansas law.
The council returned to open session after each recess and proceeded with remaining agenda items; no votes or formal actions resulted from the closed sessions as recorded in the minutes.
