Hampden seeks proposals for dump trailer to help residents limited by Manning Mill Bridge load limits

The Hampden Town Council authorized the Department of Public Works to solicit proposals for purchase of a dump trailer to assist residents on the far side of Manning Mill Bridge with demolition collection, a request referred from a workshop on 03/23/2026. The action passed 6-1 on roll call.

Councilors discussed why a dedicated trailer would be preferable to using existing equipment, and staff explained the decision was driven by the bridge’s new state load limit that effectively blocks large commercial trucks. The public works official said the town does not own a suitable dump trailer and described administrative safeguards (a signed agreement, single-address placement, and visual checks during loading) to reduce risk of illegal dumping. “We don't own one as a town... a $10,000 trailer that they could park, lock it out, you know, they could fill it, and then we could haul it back,” staff said, arguing a trailer is more appropriate than assigning a high-cost dump truck to a private property.

Council members expressed concern about fairness and precedent; staff said they plan a workshop on the bridge itself and to design equitable procedures for access. The RFP step is exploratory and does not commit the town to purchase, the manager said, and any purchase would return to council for final authorization.
