Committee hears progress report on Maddie's Million Pet Challenge; 52 of 80 recommendations addressed

Logan Anbinder, a council staff member, summarized the county's response to the Maddie's Million Pet Challenge (MMPC) checklist delivered in 2023, saying, "Of the 80 recommendations in this checklist from MMPC, 52 have been addressed by OAS at this time. 8 are in progress and 20 are yet to be addressed for various reasons." He told the committee staff classified each recommendation as "addressed," "in progress," or "yet to be addressed."

Anbinder identified the main barriers to completing some recommendations: six items were held back by cost concerns; one was judged not to reflect best practice; three raised legal-feasibility issues (for example, matters falling under state purview or raising owner-notification and due-process concerns); and ten were categorized under other reasons. The presentation and staff report include a checklist and a table explaining these classifications, which committee members said will guide budget and operational planning.

Committee members pressed OAS for a prioritized list of staffing and program items to inform the county executive's upcoming budget proposal. The chair said the committee wants transparency about needs from the outset so that budget requests reflect actual program gaps. The work session ended with a request that staff return with a clearer ordering of near-term priorities tied to expected costs.
