Commission approves updated joint-use facilities agreement with Grand Rapids Public Schools

The Grand Rapids City Commission voted to approve a revised joint-use facilities maintenance and programming agreement with Grand Rapids Public Schools after commissioners discussed new language clarifying the parties' mutual right-of-first-offer and operational procedures.

Commissioner Perdue, who presented the item after the school board's approval on their end, said the changes “clarify purchase rights to specify that each party has a right of first offer over the property of the other covered by the agreement and includes more operational information about how to actually execute that right.” Commissioners asked staff for follow-up on how notices and decision points would be handled administratively.

City staff and the city manager said the agreement contemplates renewal options in three-year periods and allows limited administrative modifications by the superintendent and city manager that do not change the document's overall intent. Commissioner Belcek asked whether the first-offer process would come back to the commission; the city manager explained initial administrative notice procedures between offices and that any transaction seeking formal approval would involve the respective governing bodies.

The resolution was moved and approved by voice vote. The agreement is intended to support shared maintenance, programming and potential coordinated property acquisitions so the city and school system can better manage fields, facilities and capital improvements together. The commission recorded no further conditions or amendments during the meeting and approved the resolution on the floor.
