Property owner urges town to produce missing BZA order and clarify permit/inspection steps

Mary Fox Hoppe, who owns property at 2811 East Michigan Boulevard, told the council she applied for a variance in 2022 and that the BZA granted permission to convert the property to two apartments with certain conditions. She said the written order (findings and decision) was not provided and that repeated requests to town staff, the clerk’s office and the zoning board chair have not produced the document.
"I have not received an order," Hoppe said, recounting repeated contacts and attempts to obtain documentation. Council and staff acknowledged the problem, noted the BZA has not been convened regularly, and proposed having the building commissioner visit the property with Hoppe or her representatives to document what was done and what remains to be permitted or corrected.
Town staff said the BZA’s findings and decisions remain valid and recommended a site review with the building official to determine what work needs retroactive permitting or remediation. The council asked staff to collect Hoppe’s contact information and to prioritize resolving the outstanding paperwork so she can proceed without further delay.
