Consultant outlines economic development plan, highlights Willard Bay and industrial node potential

Jason Burningham, principal and owner of LRB Public Finance Advisors, presented the city's draft economic development strategic plan and summarized the process, market analysis, and recommended strategic pillars. Burningham said the study combined demographic and taxable-sales analyses with a market feasibility study and stakeholder outreach, and he identified Willard Bay visitation, fruit farms and local mining/sand-and-gravel activity as strengths that could be leveraged for visitor-serving retail and recreation-related businesses.
Burningham told the council that under one growth scenario "1,400 new residents within 20-40 (years) would support about 81,000 square feet of commercial, retail," and described four recommended pillars: (1) grow a four-season recreation and agritourism economy, (2) diversify the tax base with job-creating light industrial and mixed-use nodes, (3) modernize water and growth infrastructure, and (4) manage growth to protect farms, neighborhoods and view sheds. He noted financing and development risks including high interest rates and water-delivery constraints.
Council members asked for seasonality data for Willard Bay and clarification on annexation and infrastructure triggers; after questions the council elected not to adopt the plan that night and asked staff to distribute the plan materials for further review before a future vote.
