Council adopts several assessment measures, including a 2% citywide lighting increase

At the July 21 meeting the council confirmed the FY26–27 assessments for the citywide lighting and maintenance district (2% increase to $62.42 per single-family residence), affirmed neighborhood landscape maintenance districts with no increase, approved sewer charge collection on the county tax roll, and confirmed the Auto Plaza BID annual assessment.
The council held multiple public hearings and approved assessments for several maintenance and service districts.
For the West Covina Citywide Lighting and Maintenance District (agenda item 8) staff proposed a 2% increase for FY26–27; the council approved the assessment, which raises the single‑family residence rate to $62.42. For neighborhood-specific Landscape Maintenance Districts 4, 6 and 7 (item 9) staff reported rates are at maximum and proposed no increase; the council adopted resolutions to confirm the engineer’s reports and assessments. The council also approved authorizing the collection of the annual sewer service charge through the Los Angeles County tax roll (item 10; maximum rate $82.02) and confirmed the West Covina Auto Plaza Business Improvement District annual report and assessment (item 11) that carries a $121,168 budget and a $16,524 assessment per dealership site.
There were no written protests or public speakers on these items, and council approved the readings and resolutions by roll call.
