The Board of Garrett County Commissioners voted unanimously July 6 to authorize a $326,462 mobilization payment to move forward with a Local Government Energy Modernization (L‑GEM) rooftop solar project. County Administrator Kevin G. Null presented the project, saying it would install panels at the Oakland Roads Division garage, the Garrett County Health Center, M&T Bank, and the old Kitzmiller School.
County staff estimated the total project cost at about $1.63 million, with roughly $900,000 anticipated from Maryland Energy Administration grants and an estimated county net investment of approximately $441,000 (about 27 percent). Staff projected $80,000–$90,000 in annual electricity savings, with the county recovering its investment in about five to six years. The Board approved the mobilization funding on a motion by Commissioner S. Larry Tichnell, seconded by Commissioner Ryan S. Savage, and made unanimous by Chairman Paul C. Edwards.
The approval authorizes the contractor’s mobilization payment and allows construction activities to begin; county staff will oversee project implementation and report savings as the system comes online.
