Budget Committee approves $31,000 supplemental budget to reinstate Solid Waste Program under Public Health

The Josephine County Budget Committee voted 4-1 to approve a Fiscal Year 2025-26 supplemental budget that transfers $31,000 from the General Fund to the Public Health Fund and reinstates one full-time equivalent position to resume Solid Waste Program operations.
Ruth Nelson, Finance Director and Budget Officer, told the committee that "supplemental budgets are used to amend appropriations after adoption of the annual budget when unexpected circumstances arise or when new appropriations or transfers become necessary." Nelson said the $31,000 transfer would fund roughly two months of operating expenses through June 30, 2026, and that the County estimates the program's annual cost at about $176,000 for FY2027.
Nelson also told members the County is applying for a Solid Waste Agency grant expected to provide approximately $155,000 annually beginning July 1, 2026 if approved, which would largely cover future operations and minimize use of General Fund dollars. The committee approved the supplemental budget after deliberations about staffing and program scope; Commissioner Marc Kirby recorded an abstention in the roll call, resulting in a 4-1 tally in favor.
