Tumwater council approves consent items, budget amendment, grant application and MOU

The Tumwater City Council on July 21 approved a set of routine items and several formal actions.

The consent calendar — including July 7 minutes, July 14 work session minutes, regular vouchers, a demolition clarification ordinance, a five‑year regional environmental education agreement, and an interlocal maintenance agreement with the Clean Water Alliance — passed unanimously. Finance staff then presented ordinance 2026‑003 (budget amendment number 1). Finance director Troy Niemeyer (S29) said the amendment adds about $15,000 in revenue and $62,000 in expenditures across all funds for 2025 adjustments and increases 2026 revenues by roughly $1.3 million and expenses by about $5 million, driven largely by the lodge purchase and opioid fund transfers; council adopted the ordinance unanimously.

Council also adopted resolution R2026‑011 authorizing the mayor to apply for a $100,000 Community Economic Revitalization Board grant (20% match required) to develop a redevelopment roadmap for the brewery district. Assistant city administrator Kelly Adams (S30) described the grant as a planning effort with a two‑page site readiness checklist and five years of post‑award tracking.

Finally, council authorized the mayor to execute a memorandum of understanding with Teamsters Local 252 that updates classifications, leave accruals and wage placements for certain public works positions; Michelle (S32) presented the MOU and council approved it by unanimous voice vote. The meeting adjourned after routine administrative announcements.
