Everett to apply for roughly $5.9M state grant to add officers and sustain CARES team

The Everett City Council on July 22 authorized the police department to apply for a Washington State Criminal Justice Training Commission grant under House Bill 2015 worth approximately $5,916,000. The department told council the application would fund 10 additional police officers for two years, academy tuition, expanded training, equipment and technology, and roughly $2.57 million to sustain the Everett CARES team and add a full-time domestic-violence advocate.
The Police Chief asked for council authorization to apply and to accept the grant if awarded, saying the request supports recruitment, retention, alternative-response coverage, and victim services. “I respectfully request the council's authorization to apply for this grant and to accept it if awarded,” the chief said. Council members asked about award timing (staff said decisions could come in a couple of months) and the city matching obligation; staff explained the city’s matching portion for the 10 officers would come from salary-and-benefit savings tied to current vacancies but that ongoing costs could become a general-fund obligation at the end of the two-year grant.
Councilors also discussed sustainability after the grant: Council member Bader Samuels asked what would happen when a two-year grant ends; the chief said planning for retirements and attrition and searching for further funding would be necessary. The council voted unanimously to authorize the application and acceptance if awarded.
