Councilmember raises concerns about staff social-media use and workplace productivity

Councilmember Blenney Richardson said she called the workshop to address employee productivity and what she described as excessive personal phone and Facebook use during work hours. "I called this meeting to discuss some issues that we're having with our employees not being as productive as they could be," Richardson said, citing the town handbook requirement that employees perform duties efficiently.
Members discussed practical responses including distributing job-description lists to public-works and utility staff, cross-training to cover duties when employees are absent, and managerial discretion to correct performance. Richardson recommended providing the lists to affected employees for review and follow-up. The Chair agreed that managers should have authority to make corrections and that staff should return with recommendations if disciplinary or procedural changes are needed.
Council did not take a formal vote at the workshop; Richardson asked that the proposed personnel-duty pages be provided to staff and that the council continue the discussion at the next regular meeting if further action is required.
