Gregory council hears SPN plan with Phase II options ranging $2M–$10M, city share $1M–$3M

At its Oct. 20 meeting, the Gregory City Council received a presentation from SPN on preliminary options for Phase II of the city’s infrastructure improvement program. SPN staff outlined four approaches: finish areas withdrawn from Phase I; finish withdrawn areas and add three downtown blocks; finish withdrawn areas and add water and sewer to the former sale-barn block to encourage development; or redo Rosebud street from north to south. The options carried estimated total costs from $2 million to $10 million, with the council’s share projected at about $1 million to $3 million and possible construction starts in 2027 or 2028.
Council members did not commit to a funding path at the meeting. SPN agreed to prepare detailed cost estimates for a subset of the options so the council can compare alternatives. The presentation was made by SPN representatives Camden Hoefer, Jeff McCormick and Brandt Newbarg; Mayor Al Cerny and councilmembers thanked SPN for the briefing. The council left next steps as further discussion of funding and option selection at a future meeting.
