Utilities staff explained that hydrogen sulfide gas corrodes the concrete in manholes and junction boxes; the city specified a cementitious spray liner with an epoxy cover as the required repair method. One bidder was disqualified for proposing a foam liner that did not meet the city's specified cementitious requirement. Council approved the award to ACE Pipe Cleaning, the low bidder that met specifications, by unanimous vote.
